Vacate-and-build ventures – the demolition of old building and the construction of new ones in their place or the strengthening and expansion of existing buildings under National Outline Plan 38 (Earthquake Retrofitting) have been key urban renewal tools.
The objective of these ventures is primarily to improve the quality of the residences and quality of life of their residents. At the same time, urban renewal makes it possible to improve services and residential environment for all of a neighborhood’s residents.
The Urban Renewal Authority, following by numerous municipalities and councils demand that a developer first prepare a social report. This report includes demographic information, a survey of current services, and the needs, wishes, barriers, and opportunities of the buildings’ residents. It is based on face-to-face interviews with the residents and telephone interviews with those who cannot be met in person. The social consultant advises the residents participation process and verifies that they secure all their rights.
